We prove that for noninteracting electrons at zero temperature, an insulator exhibits finite Hall resistivity in the dc limit. More generally, we present simple macroscopic arguments that this behavior is generic for all insulators. We therefore conclude that the zero-temperature Hall coefficient is not a measure of the number of mobile carriers. © 1992 The American Physical Society.
